Flood Control Functions of Yuanlin Park and Longdeng Park Detention Basins

 

Yuanlin City in Changhua County is located on the Changhua Plain. Because the terrain is relatively flat and the drainage slope is small, rainwater flows slowly. With rapid urban development, many natural surfaces have been replaced by roads and buildings, reducing the land’s ability to absorb rainwater. As a result, during typhoons or heavy rainfall events, the drainage system in Yuanlin often cannot discharge water quickly enough, which historically caused frequent flooding in urban areas.

 

To solve this problem, the government constructed two important flood-control facilities in Yuanlin City: the Yuanlin Park Detention Basin and the Longdeng Park Detention Basin.

 

The Yuanlin Park Detention Basin was completed and opened in January 2018. It is the first multifunctional flood-control park in Changhua County. The basin has a maximum storage capacity of approximately 31,490 cubic meters of water. During heavy rainfall, excess stormwater from surrounding drainage systems is directed into the basin and temporarily stored. The stored water is later discharged gradually through pumps and drainage systems, reducing pressure on downstream drainage networks. In one heavy rain event, Yuanlin recorded 119 mm of rainfall within three hours, and although the basin nearly reached full capacity, it successfully delayed and reduced flooding in nearby areas.

 

However, flooding problems still existed in other parts of Yuanlin, especially near Yuanlin Christian Hospital and Juguang Road. Therefore, the government constructed another flood-control facility, the Longdeng Park Detention Basin. The project began construction on December 30, 2020, and was completed in July 2023. The basin consists of two storage areas (A and B basins) with a total capacity of approximately 47,175 cubic meters, equivalent to about 25 standard swimming pools, and about 1.5 times the capacity of the Yuanlin Park basin.

 

The main purpose of the Longdeng Park Detention Basin is to reduce flooding in the surrounding urban areas. By temporarily storing stormwater during heavy rainfall and releasing it gradually afterward, the basin helps reduce the burden on the drainage system. The project also improved nearby stormwater drainage facilities, increasing the flood protection standard to about 71 millimeters of rainfall per hour.

 

In addition to flood control, these detention basins also serve other community functions. During normal weather conditions, the basins function as public parks and green spaces. For example, Longdeng Park includes about 8,000 ping of green park space, walking paths, playground facilities, and sports courts such as basketball and volleyball courts. Residents can use the park for recreation and exercise, while during heavy rain the park temporarily stores water and functions as a flood-control basin.

 

In conclusion, the Yuanlin Park Detention Basin and Longdeng Park Detention Basin together form an important urban flood-control system in Yuanlin City. By temporarily storing stormwater and releasing it gradually, these facilities help reduce the risk of flooding while also providing recreational and ecological benefits for the community.
